Residents concerned over revised residential proposal
A group of nearly 30 Carstairs residents met on January 4 to discuss their concerns over a revised proposal for the Carstairs Links subdivision.
“We held an emergency community meeting at 819 Beckner Crescent to talk about this new proposal and to discuss our next course of action,” said Trev Marshall, a resident of Beckner Crescent. “We all have to remain united in our response.”
The residents were taking issue with a December 22 letter that was addressed to “adjacent landowners” and was written by Brian Conger, planner and project manager with AECOM and with the Town of Carstairs Subdivision Authority.
The subject of the letter was in regard to a new revised proposal to subdivide and create a 38-lot subdivision at N.E. section 17-30-1-W5M.
“On November 28, 2011, Town Council tabled a six parcel application for Block 6 Lot 1 Plan 021 0068 & N.E. Sec. 17-30-1-W5M upon the request of the applicant,” wrote Conger. “The applicant has revised the original application (circulated September 14, 2011) – this circulation is for the revised proposed subdivision plan.”
The letter raised the ire of most of the residents of Beckner Crescent, Marshall said.
“The reason people bought in here originally was because people were sold on the idea of buying their property thinking they would be surrounded by a golf course,” added Marshall.
He urged the residents to reply to the letter before the January 24 deadline. “State any objections that you may have to the proposal,” Marshall said. “Otherwise, they will just go ahead with the subdivision.”
He noted that with 30 residential properties in the subdivision, a “mass response” is required.
“If you don’t express your objections or concerns, if any, regarding this new subdivision application, then don’t complain if they build a road, gas station, drive-thru or whatever on your back door,” Marshall added. “We have a unique subdivision at Carstairs Links not found anywhere else in Carstairs.
“Let’s try to keep it that way.”
Russell Sackett is a resident at 819 Beckner Crescent who shares Marshall’s concerns. In his letter to Brian Conger, he wrote that he “will be unable to make an informed decision until further clarification is provided.”
“The subject site you have identified includes Lot 32,” Sackett wrote. “However, no mention of what is proposed for this lot is included. Also not clear is why Lot #32 does not continue further east to protect the residents at 835 and 837 Beckner Crescent. Clarification on the zoning designation “MR” would also be required.”
Additionally, Sackett wrote that “Lot #31 being shown as R1 seems unusual located in a block of Light Industrial lots.”
“At this time, I would have to say that I am not in favour of your proposal until some answers to my questions are received,” he added.
Greg Baustad, director of planning and development with the Town of Carstairs said town officials are planning to meet with the residents on January 31 at 7 p.m. at the Carstairs Community Hall.
“At this time, we will answer their questions and address their concerns,” Baustad said.
